Informal settlements line the road (left side) fronting the Dapitan City Port (right side). Many of the families rely on low-income jobs such as driving tricycles to ferry passengers to the port or children to schools or running home-based enterprises such as sari-sari stores or eateries. They cannot afford to buy houses in developed subdivisions so they illegally occupy private or government land such as the area around the city port. The city port is being expanded, so these families might have to be resettled. The Social Housing Finance Corporation (SHFC) will fund the establishment of the resettlement site to ensure that they are not evicted and rendered homeless.
